What is
LAHD NAC?

The LAHD NAC database is a collaboration between the Los Angeles City Housing Department and Evan Terry Associates. It contains all of the accessibility-related design and construction requirements under the applicable regulations and standards for housing developments in the city of Los Angeles.

Requirements list

This LAHD NAC system includes all the relevant housing development design and construction requirements, as well as requirements specific to the Voluntary Compliance Agreement (VCA) and Amended Corrected Settlement Agreement (ACSA).
  • HUD Section 504 Regulations: 24 CFR Part 8—Nondiscrimination Based on Handicap in Federally Assisted Programs and Activities of the Department of Housing and Urban Development (with amendments issued through Dec. 2007)
  • Uniform Federal Accessibility Standards
  • Alternative Accessibility Standards (the 2010 ADA Standards for Accessible Design under 28 CFR Part 35 (Title II of the ADA), with specific exceptions detailed in HUD's "Instructions for use of alternative accessibility standard", published in the Federal Register under 79 FR 29671 on 05/23/2014 as the HUD Deeming Notice)
  • ADA Regulations: 28 CFR Part 35 - Nondiscrimination on the Basis of Disability in State and Local Government Services
  • 2010 ADA Standards for Accessible Design
  • 24 CFR Part 100.205, including ANSI A117.1-1986, the Fair Housing Accessibility Guidelines, including the Supplement to Notice of FHA Guidelines: Questions and Answers about the Guidelines
  • 2013, 2016, 2019, 2019 Amd, 2022, and 2022 Amd versions of California Building Code Chapter 11B, with applicable sections of Chapter 11A as referred to in section 11B-233.3.1.2
